Judging from his reply you should get a discount for the mental anguish caused by interacting with him.

(I don't think you need my advice on the situation, but I'm avoiding doing real work so...) I'd offer him 20-30% off what you'd be willing to pay via email (with qualifiers of course). Just say that's what you think it looks worth from the photos and you might adjust up or down when you actually see the car, and if he says you are in the general neighborhood go look.

At the very least it should force a number out of him. If he jumps on that number... well, maybe you want to run the other way. :)
